Kompetenznetz Klima Mobil – Boldly moving forward with climate protection in communal transport

Achieving climate protection targets requires attractive framework conditions for environmentally friendly mobility behavior and effective mechanisms that make environmentally harmful behavior more difficult. This is where the Competence Network Climate Mobility at the Baden-Württemberg Public Transport Authority (NVBW) comes in. The Competence Network for Mobile Climate with its 15 employees is available throughout the state as a contact, innovation and expert center. The support services are aimed at municipalities, cities and districts in Baden-Württemberg.

After all, nobody knows more about municipal traffic problems and solutions than the experts in the municipalities themselves. Learning from and with each other is one of the core elements of the competence network and is ensured through the establishment and maintenance of a municipal network. Over 140 municipalities in Baden-Württemberg are already members of the municipal network. In addition, over the past three years, the competence network has supported 15 model municipalities in the decision-making and implementation of corresponding climate protection measures in the transport sector.

The current focus of the advice is on climate protection-oriented transport planning - in particular on the instruments of climate mobility plans and action plans for mobility, climate and noise protection - and the topic of municipal parking space management with all aspects relating to parking space management, redesign of parking areas and parking space control.

In addition, the Competence Network Climate Mobile is available to municipalities in Baden-Württemberg with a state-wide contact point for all questions relating to climate protection in transport. With an introductory consultation, the
contact point offers orientation with regard to municipal fields of action, arranges suitable contact persons and provides relevant information and implementation aids.

The competence network was launched on the initiative of the Ministry of Transport by the Nahverkehrsgesellschaft Baden-Württemberg (NVBW) in cooperation with the Baden-Württemberg Climate Protection and Energy Agency (KEA-BW). The project was financed with 2.3 million euros from federal funds and a similar amount from state funds approved by the Baden-Württemberg state parliament. The project term as part of the National Climate Protection Initiative ended in August 2022.

Since September 2022, the Baden-Württemberg Ministry of Transport has continued the Klima Mobil competence network with a strategic reorientation and is expanding the Klima Mobil team in the New Mobility division at the NVBW as an innovation and expert office and as a state-wide contact point for all questions relating to climate protection in transport. The experience, instruments and networking from the project phase can be built upon. Funding will be provided after the end of the project phase from state funds approved by the Baden-Württemberg state parliament.
